Evan Wilkerson is requesting that we make it so the Line Selection order in the Line Group Template during provisioning starts from the first free ordered number (e.g., the number 3 when 0.1,2, and 4 are present) instead of starting from the order that the selection gets added (e.g., 0,1,2,4 and adding a new row will bring it to 3 in the sequence and then 4,5, etc).
